■ Smart Signals Installed, But No Nationwide Integrated Data Exists

■ Nearly 21 Months After Standardization, Old Signs Remain in the Field… Seoul’s Malfunction Records Still Unclear

By Park Cheol-seong, Veteran Journalist / Director of the Research Center · Columnist

At around 12:52 p.m. on the 9th, I was driving from Bundang toward Yeoju, Gyeonggi Province. Just after leaving an automobile-only road and entering National Route 3, I reached a 60 km/h speed-limit section.

Under a red traffic light, one blue sign was hanging.

A left-turn arrow. Beneath it, four Korean characters: “감응신호,” meaning sensor-activated signal.

Do you know what a sensor-activated signal is?

▲At around 12:52 p.m. on the 9th, at an intersection on National Route 3 in Eunbong-ri, Ganam-eup, Yeoju, Gyeonggi Province, an old-style sensor-activated left-turn sign hangs below a red traffic light. The blue left-turn design with the “감응신호” plate can easily be confused with an unprotected left-turn sign. Photo by Park Cheol-seong

It looks like an unprotected left turn.

It is not.

If you turn without knowing the rule, it is a traffic signal violation. For passenger cars, the violation may result in a 60,000 won traffic fine and 15 penalty points. If caught by an automated enforcement camera, it may lead to a 70,000 won administrative fine. Conversely, if a vehicle does not stop properly within the detection zone, the left-turn signal may never come.

This was a sign I encountered and photographed on the road myself.

■ What Is a Sensor-Activated Signal? It Does Not Change Immediately

A sensor-activated signal is a traffic signal system that detects the presence of vehicles and assigns signal phases flexibly.

The principle is simple. If there is no left-turning vehicle, the left-turn signal is skipped. That time is instead used to secure more green time for through traffic on the main road. When a vehicle is detected, the left-turn signal is given in the next signal cycle.

Detection methods include camera-based video detection, loop coils embedded under the asphalt, geomagnetic sensors, and radar-based sensors. The rectangular box painted on the road surface is the detection zone. A vehicle must stop accurately inside that area.

This is where many drivers misunderstand the system.

Does the signal change immediately when a vehicle reaches the detection zone?

No.

The principle of a sensor-activated signal is not “immediate switching.” It is “restoring a skipped phase.” Once a vehicle is detected, the previously skipped left-turn signal is restored in the next signal cycle.

Therefore, the driver must wait. Turning left on a through green signal is not an unprotected left turn. It is a signal violation.

■ Practical Advice From a Driver With 43 Years Behind the Wheel

I obtained my Class 1 large vehicle license in 1983. I have been driving for 43 years.

Based on that experience, there are three things to remember at a sensor-activated left-turn signal.

First, stop accurately inside the rectangular box on the road. Do not cross the stop line. Do not stop too far behind it. Sensors are honest. A vehicle outside the detection zone may be treated as if it does not exist.

Second, make the left turn only after receiving the left-turn signal. A sensor-activated signal is not an unprotected left turn. Turning left on a through green signal is a signal violation.

Third, if there is no U-turn sign, do not make a U-turn. A left-turn sensor signal does not automatically permit a U-turn.

Motorcycle riders should also be careful. Depending on the detection method, the size of the vehicle and its stopping position may affect how quickly a motorcycle is detected, according to field observations.

■ Driver Confusion and Belated Standardization

The problem is the sign.

The sign I photographed is an old-style design: a blue background with a left-turn arrow and a white plate beneath it reading “감응신호.” At a glance, it resembles an unprotected left-turn sign. It is a structure that may lead a driver to attempt a left turn on a through green signal.

▲The same intersection during a green-signal phase. Although the through signal is green, the sensor-activated left-turn sign remains visible. A driver seeing it for the first time could mistake it for an unprotected left-turn sign. Photo by Park Cheol-seong

I photographed the same intersection during both the red and green signal phases. For a driver encountering the sign for the first time, there was enough room to mistake it for an unprotected left-turn sign.

In fact, sensor-activated signal signs had long differed from region to region. In some areas, only a rectangular box was marked. In others, signs said “Step on it” or simply “Sensor Signal.” This is why concerns have continued over driver confusion.

In June 2024, the National Police Agency revised the Enforcement Rule of the Road Traffic Act. It added standardized specifications for sensor-activated signal guide signs and road markings to Appendix 6. The new standard took effect on September 20, 2024.

It was a necessary step, though belated.

The problem came afterward.

The standard was created, but the field has not caught up. As of June 2026, nearly 21 months after the new standard took effect, old-style signs remain on the road. The photo I took in Yeoju on the 9th is evidence.

The system says one thing. The field says another.

■ Point One: No Nationwide Total Exists

How many sensor-activated signals are installed nationwide?

There are figures by agency. But no integrated nationwide status has been confirmed.

The Ministry of Land, Infrastructure and Transport built 509 sensor-activated signal locations from 2015 to 2020. In 2021, it planned to add 403 more locations on national roads and local roads across the country. If the plan was fully implemented, the ministry’s own projects alone would amount to around 900 locations.

On top of that, local governments have installed additional systems through their own budgets and public projects. Yangju City in Gyeonggi Province, for example, applied sensor-activated signals to 34 intersections with around 1.2 billion won in funding, including national subsidies.

The Ministry of Land, Infrastructure and Transport has its own numbers. The National Police Agency has its own. Local governments have theirs.

They installed the systems as if competing. Yet no combined national total is visible. This siloed administration also helps explain why signs remained inconsistent for nearly a decade.

The figures above are based on each agency’s announcement at the time. This newspaper will directly check the latest integrated status with the relevant authorities.

■ Point Two: Installed and Neglected

The more serious problem is management.

In a June 2023 exclusive report, Cookie News reported that Seoul was operating 135 left-turn sensor devices as of May that year, but did not disclose malfunction and maintenance records when requested.

The same report also introduced video footage of some intersections, including near Sinpung Station in Seoul, where left-turn signals were repeatedly displayed even though no vehicle had entered the detection zone.

A sensor-activated signal that does not properly sense vehicles is worse than an ordinary signal. If a left-turn signal appears when no vehicle is present, main-road traffic is delayed. If a vehicle is present but not detected, the driver is left waiting on an empty road without knowing why.

A “smart signal” installed with taxpayer money can become a “dumb signal” when poorly managed.

Three full years have passed since then. How are sensor-activated signals currently operated and managed when they malfunction? This newspaper will verify that as well.

■ Point Three: Standards Were Made, But Replacement Is Slow

Standardization has been completed. Replacement has not.

With the revision of the Enforcement Rule of the Road Traffic Act, standards for sensor-activated signal signs and road markings were established. But it remains difficult to confirm when old signs must be replaced, what transitional provisions exist, how much replacement funding has been allocated, and what the national replacement rate is.

Is creating a rule enough?

If confusing signs remain in the field, standardization exists only on paper. A traffic signal system must be immediately understandable to drivers. If road guidance is ambiguous, the responsibility cannot be placed only on drivers.

■ A Good System, Poorly Managed

Let us be clear. Sensor-activated signals are a good system.

They reduce unnecessary waiting time, improve traffic flow, and may help cut idling-related carbon emissions. Similar systems have already been used in countries including the United States, Germany, and Australia.

The problem is not the system itself.

The problem is management.

A good system becomes dangerous if it is installed in a confusing way. Good equipment breeds distrust if it is left malfunctioning. Good administration loses accountability if even nationwide integrated data cannot be confirmed.

This newspaper plans to send official inquiries to the National Police Agency and the Ministry of Land, Infrastructure and Transport. Key questions will include the nationwide status of sensor-activated signals, installation and maintenance budgets over the past five years, the number of malfunction reports, the replacement rate of old-style signs, and whether transitional rules exist. This newspaper also plans to file an information disclosure request with the Seoul Metropolitan Government regarding sensor-device malfunction and maintenance records.

We will report follow-up coverage as soon as responses arrive. If no response comes within the deadline, we will report that fact as it is.

A traffic signal is a promise.

Installing that promise and then neglecting it may be the most dangerous signal violation on the road.

■ Three Rules for Using Sensor-Activated Signals

One. Stop accurately inside the rectangular detection box. Do not cross the stop line, and do not stop too far behind it.

Two. Wait until the left-turn signal appears. A sensor-activated signal is not an unprotected left turn. Violating the signal may result in a 60,000 won fine and 15 penalty points.

Three. Do not make a U-turn unless there is a U-turn sign. A sensor-activated left-turn signal and U-turn permission are separate matters.
