▲Under the revised demand outlook for the 12th Basic Plan for Electricity Supply and Demand, projected peak power demand from data centers rose from 6.2GW to 14.2GW, while that of advanced industries increased from 14.4GW to 35.8GW. The combined increase amounts to 29.4GW. The government’s AI data center development plan announced in June calls for 18.4GW of capacity by 2035. How the 14.2GW figure was calculated and when the required electricity can actually be supplied are now key questions. Graphic generated by AI
On Aug. 20, the government put new numbers on the table.
Projected peak power demand from data centers rose from 6.2GW to 14.2GW.
Projected electricity consumption jumped from 42.1TWh to 100.6TWh.
This series raised a question in Part ①.
The provisional outlook released in April had cited 4GW of additional demand from data centers.
Two months later, the government announced a plan to build 18.4GW of AI data centers by 2035.
How would the electricity plan absorb that gap?
The figure released on Aug. 20 was 14.2GW.
■ 2040 peak demand rises to 158.4GW
The baseline forecast for electricity consumption in 2040 is 847.3TWh.
That is 189.7TWh higher than the 657.6TWh projected in the April provisional outlook.
The baseline forecast for peak power demand rose from 131.8GW to 158.4GW.
That is an increase of 26.6GW.
Yet the change in underlying model-based demand was relatively small.
Model-based peak demand for 2040 rose by just 1GW, from 124.8GW to 125.8GW.
The larger increase came from elsewhere.
Peak demand from advanced industries rose from 14.4GW to 35.8GW.
That is an increase of 21.4GW.
Data center demand rose from 6.2GW to 14.2GW.
That is an increase of 8GW.
Together, the two increases total 29.4GW.
■ Nearly matches the government’s “confirmed 30GW”
The government has repeatedly said that power demand expected to rise with a high degree of certainty by 2040 from projects including the Yongin and Honam semiconductor clusters and AI data centers would total about 30GW.
The revised outlook shows an increase of 21.4GW for advanced industries and 8GW for data centers.
Combined, that comes to 29.4GW.
That figure nearly matches the roughly 30GW the government has cited.
The government, however, has not officially stated that the 30GW figure was calculated by simply adding these two increases.
It therefore cannot be concluded that the 30GW is exactly the sum of the two.
■ But the mega-project plan calls for 18.4GW
The AI data center development plan announced by the government on June 29 calls for 18.4GW of capacity by 2035.
The first phase consists of 5GW from SK, 2.4GW from GS and 1GW from Naver.
That totals 8.4GW.
The plan then calls for SK’s data center capacity to be expanded to 15GW.
The final total is 18.4GW.
The revised Basic Plan, however, reflects data center peak demand of 14.2GW.
That is larger than the first-phase figure of 8.4GW.
It is smaller than the final target of 18.4GW.
The difference is 4.2GW.
That does not necessarily mean 4.2GW has simply been left out of the electricity plan.
The 18.4GW figure refers to planned data center capacity.
The 14.2GW figure is a forecast of peak electricity demand from data centers in 2040.
The two figures could differ depending on utilization rates, simultaneity factors, project start dates and whether existing data centers are included.
The key issue is the calculation.
The documents released on Aug. 20 do not show which projects were reflected, or how, in arriving at the 14.2GW figure from the broader 18.4GW development plan.
■ Semiconductor power-supply timetable is beginning to emerge
The semiconductor sector offers a useful comparison.
On Aug. 12, the government, local authorities, Samsung Electronics, SK hynix and Korea Electric Power Corp. signed power-supply agreements for the Honam and Yongin semiconductor mega-projects.
Power demand from the Yongin national and general industrial complexes is expected to exceed 14GW by 2041.
For the Yongin national industrial complex, the initial demand is to be met by 2032 through short-distance transmission lines and three 1GW-class LNG power plants replacing aging coal-fired generation.
By 2035, the capacity of existing transmission lines is to be expanded.
Supply lines bringing electricity from generation facilities on the east coast and in the central region are also under review for later stages.
Not every problem has been solved.
Challenges remain over long-distance transmission networks, public acceptance and the securing of generation capacity.
Still, a timetable is beginning to emerge for what power infrastructure will be connected and when.
Data center demand of 14.2GW has now also been incorporated into the national electricity plan.
But an integrated timetable showing which transmission lines and substations will supply that power, and when, has yet to be confirmed.
■ 100.6TWh becomes a major variable
Projected electricity consumption by data centers rose from 42.1TWh to 100.6TWh.
Compared simply with the baseline 2040 electricity consumption forecast of 847.3TWh, that is equivalent to about 11.9 percent.
Data centers are no longer merely one category of industrial electricity consumption.
They have become a major source of demand capable of reshaping the national electricity plan.
■ What is needed now is a timetable
The Aug. 20 revision made the numbers more concrete.
But the calculation behind them has not yet been disclosed.
How many gigawatts from the SK, GS and Naver projects were included?
How far along are the transmission lines and substations required to actually supply 14.2GW?
When will each data center actually be able to receive electricity?
This publication is formally putting those questions to the Ministry of Climate, Energy and Environment, Korea Electric Power Corp., SK, GS and Naver.
The 18.4GW target is already on the table.
So is the revised forecast of 14.2GW.
The electricity plan has caught up.
Now one question remains.
How many gigawatts can actually be switched on, and in what year?
