A space citizens cannot understand becomes an administrative convenience space. Administrative convenience spaces easily turn into suspicions of preferential treatment.

 

■ Vehicles were parked in a place difficult to view as a parking area

After observing the area over several days, this newspaper found sedans and SUVs repeatedly parked there. Some vehicles were not immediately recognizable to ordinary citizens as water-safety vehicles.

 

The core issue is not how many vehicles were present. The core issue is whether this area was designated as a parking zone.

 

In the photos, the space appears closer to the paved area around the basketball court and a pedestrian route. It does not appear to be an ordinary public parking lot with clearly marked parking lines. Yet vehicles entered beyond the bollards and were parked there.

 

The bollards separated the general pedestrian route from the vehicle-entry space. Some bollards appeared to be lowered or movable, and a combination lock was also confirmed.

 

That means the structure was not open to just anyone.

 

Yet vehicles were inside.

 

From the citizen’s point of view, the question is simple. Why can that car enter while I cannot? And further, why are vehicles parked in a place that is difficult to view as a parking zone?

 

If that question cannot be explained immediately on-site, the administration invites suspicion regardless of the actual purpose of the vehicles.

 

■ The first explanation: water-safety personnel vehicles

 

A Sokcho City Facilities Management Corporation official met on-site initially explained that the vehicles had been placed there in advance because facility safety personnel were scheduled to work. When asked about the purpose of the area, the official also gave an explanation to the effect that it could be used as a temporary parking space for staff.

 

However, when the reporting team asked again whether vehicles were allowed to park on a paved block area, no clear answer was provided.

 

The need for water-safety vehicles or facility-management vehicles cannot be denied. Before a beach opens, safety personnel may need to be assigned, rescue equipment checked, facilities maintained, and field-management vehicles moved.

 

But if that is the case, it must be made clearer. Citizens should be able to know which vehicles are safety-management vehicles, who approved them, by what standard the bollards may be opened, and whether there are external identification markings.

 

One more point must also be clear. Even if a vehicle is used for safety management, can it be parked regularly or repeatedly in a place that is not a parking zone? What is the standard?

 

If a restricted area is opened in the name of safety, that standard must also be open to citizens.

 

■ What the combination lock says

There was a combination lock at the site.

 

This is not a small detail. Bollards are facilities installed to block vehicle entry. If a combination lock is attached to a bollard, it means the authority to open and close it belongs to a specific person or organization.

 

Who knew the password?

 

With whom was the password shared?

 

Are entry records kept?

 

Is the password changed regularly?

 

Without these questions, this case is reduced to a simple parking controversy. But the essence is access authority. If a space that does not appear to be a parking zone was opened by password and vehicles were parked inside, the issue becomes more serious.

 

■ After the reporter identified himself, the answer shifted to civil-complaint procedure

 

When the reporting team identified itself as being from BreakNews, the on-site official said he did not want to give his name and did not wish to be interviewed.

 

The reporting team raised the point that the answer given to a citizen and the answer given to a reporter should not differ. In response, the official did not give an immediate answer, instead referring to civil-complaint procedures and processing periods.

 

Of course, administration has procedures. An on-site official may not be able to instantly verify whether every vehicle has been officially designated or approved. But the situation is different at a beach just before opening.

 

This is a place where vacationers will gather. Safety personnel, tourists, citizens, vehicles, pedestrian routes, and emergency routes all overlap. If standards are unclear, responsibility is discussed only after an accident occurs.

 

Warnings must sound before opening, not after an accident.

 

■ Water-safety vehicle? The answer returned to “needs confirmation”

 

The reporting team asked whether a specific luxury sedan observed on-site was a water-safety vehicle. The on-site official initially answered to the effect that it was a water-safety vehicle.

 

However, when asked again for confirmation, the official deferred the answer, saying it needed to be checked again.

 

In effect, the site could not immediately explain whether a vehicle that entered with the bollard password was actually being used for safety work. This point matters. The vehicle may be a water-safety vehicle. It may be a facility-management vehicle. It may be a vehicle temporarily placed for emergency response.

 

But from the citizens’ perspective, it looks different.

 

The bollards were locked, and vehicles were inside. A password was needed to open the structure. External vehicle identification markings were not sufficiently clear. The location also differed from the official public parking lot addresses. In the photos, the space was difficult to regard as a parking zone.

 

In that case, the administration’s task is simple. It should disclose the official purpose of the space and the entry standards.

 

■ Mayor Lee Byung-sun’s third-term summer administration is being tested

 

Mayor Lee Byung-sun has begun the 9th popularly elected administration after previously serving in the 6th and 8th administrations. This is not his first time. He has already led Sokcho City twice and has now returned to the front line of municipal administration. The weight of responsibility is therefore not light.

 

Sokcho Beach is a representative site immediately after the launch of the 9th popularly elected administration. The beach is the face of Sokcho. It is the space tourists see first and citizens experience most directly.

 

Even if a safety-management headquarters is installed, water-safety personnel are deployed, and order-guidance personnel are assigned, trust collapses if one field standard is shaken.

 

A single bollard may look small, but administrative standards stand in front of it. Who may enter and who may not? Who may open it and who may not? What is the standard for allowing vehicles to park in a place that is not a parking zone? Has that standard been disclosed?

 

If Sokcho City cannot answer those questions, the safety administration of Sokcho Beach will already be shaken in the eyes of citizens before opening.

 

■ To avoid suspicion of preferential parking, disclose the standards

 

This case should not yet be concluded as illegal parking by specific vehicles. They may be water-safety vehicles. They may be facility-management vehicles. They may be vehicles temporarily placed for emergency response.

 

But from the citizen’s point of view, there was clearly a scene that could look like preferential parking. Sister-city residents must carry ID and visit the administrative support center to receive free parking coupons. By contrast, the space beyond the bollards was structured to open for vehicles that knew the password.

 

It was also unclear whether that space was an official parking zone. In the photos, it looked closer to a pedestrian and management area around the basketball court, with no visible parking lines.

 

If procedures are strict only for citizens while vehicle entry is applied opaquely, controversy over fairness is hard to avoid.

 

If there is nothing to hide, the city can disclose it. It should disclose the official purpose of the space, the standard for vehicles allowed to enter, the approval procedure, the vehicle list, the entity managing the bollard password, and whether entry records are kept.

 

If they are safety vehicles, mark them as safety vehicles. If they are vehicles performing official duties, identify them as such. If they are ordinary vehicles, explain why they entered. If the space is not a parking zone, the city must also answer why vehicles were parked there.

 

■ Questions for Sokcho City

 

Sokcho City must disclose the official purpose of the space around the basketball court marked as 1464-22 Joyang-dong. It must explain whether the space is a public parking lot, an auxiliary space for a public sports facility, a waiting area for beach safety-management vehicles, or a restricted access area for facility management.

 

The city must also disclose the standards for vehicles allowed to enter beyond the bollards. It must confirm whether there is a list of vehicles designated as water-safety vehicles, whether the vehicles in the photos are included in that list, and whether external identification markings exist.

 

It must also confirm who manages the bollard password. Who received the password? Is there a password-change cycle? Are entry records kept? If an ordinary citizen’s vehicle enters the same space, is it subject to enforcement or sanctions?

 

The city must also clarify whether the space is a parking zone. If it is not, what is the basis for parking vehicles there? If it is, why are the parking lines and signs not clear?

 

The fairness issue with the sister-city free parking coupon program must also be explained. Citizens are required to verify ID and visit the administrative support center. What verification process was applied to vehicles beyond the bollards?

 

If there are inconsistencies in the Sokcho City Facilities Management Corporation’s official guidance on Sokcho Beach parking lot addresses, those too must be corrected. On-site beach guidance, online guidance, and actual restricted-area management must match to reduce confusion among citizens.

 

This question is not nitpicking. It is a basic requirement of beach safety management before opening.

 

 

■ Public questions to Sokcho City and the Facilities Management Corporation

 

This newspaper publicly asks Sokcho City and the Sokcho City Facilities Management Corporation:

 

First, who is the actual owner and manager of the space around the basketball court marked as 1464-22 Joyang-dong?

 

Second, what is the official purpose of the space? Is it a public parking lot, an auxiliary space for a public sports facility, a waiting area for beach safety-management vehicles, or a restricted access area for facility management?

 

Third, is the space a parking zone? If so, where are the parking lines and signs?

 

Fourth, if it is not a parking zone, what is the basis for the vehicles in the photos being parked there?

 

Fifth, who has the authority to open and close the bollards, and who manages the password?

 

Sixth, with whom was the password shared, how often is it changed, and are entry records kept?

 

Seventh, are the vehicles in the photos designated as water-safety vehicles or vehicles performing official duties?

 

Eighth, if they are designated vehicles, what is the designation procedure, who approved them, and what external identification markings are used?

 

Ninth, if an ordinary citizen’s vehicle enters the same space, is it subject to enforcement or sanctions?

 

Tenth, while sister-city residents are required to verify ID and visit the administrative support center, what verification process was applied to vehicles beyond the bollards?

 

Responses from Sokcho City and the Facilities Management Corporation will be covered in a follow-up report.

 

■ A warning before opening

 

The controversy over vehicles beside the basketball court at Sokcho Beach is not about a few cars. It is about whether the safety-management standards of a beach about to open can be explained to citizens.

 

If they are safety vehicles, mark them. If it is an official parking lot, provide notice. If it is a restricted area, explain to whom it was opened and why. If it is not a parking zone, explain why vehicles were parked there.

 

Citizens saw the locked bollards and the vehicles beyond them. Sister-city residents must carry ID and receive coupons. Yet some vehicles entered beyond the bollards by password.

 

The bollards were locked, and cars had entered.

 

Now it is Sokcho City’s turn to answer.
