Will South and North Korea grow closer through French mediation? Will an inter-Korean summit be held in a third country?

- Moon Il-suk, Publisher of this newspaper

Are France and North Korea close countries? In fact, strictly speaking, France is not a close country to North Korea. Rather, it is one of the Western European nations furthest from North Korea. France is one of the only EU countries that has not established diplomatic relations with North Korea. Among the 27 member states of the EU, only two countries have not established official diplomatic relations with North Korea: France and Estonia. While most European countries, such as the UK, Germany, and Italy, have established diplomatic ties with North Korea and maintain embassies, France does not recognize North Korea as a formal state.

The reason why France, a European nation, keeps its distance from North Korea is clear. It can be attributed to nuclear weapons and human rights issues. As a permanent member of the UN Security Council, France has strongly condemned North Korea's nuclear weapons development and missile provocations. Furthermore, it maintains the position that there will be no official diplomatic relations unless the issue of North Korea's serious human rights violations is resolved.

On the other hand, France is a country with pro-Korea leanings. Since establishing diplomatic relations with the Republic of Korea in 1886, France has maintained very close diplomatic, economic, and cultural alliances. It is also the country that dispatched combat troops to assist Korea as part of the UN forces during the Korean War.

In France, there exists the "General Mission of North Korea to France" and the "North Korea Mission to UNESCO." Communication with France takes place through these two international organizations. Although the French government refuses official diplomatic relations, it keeps minimal non-diplomatic channels open for cultural and artistic exchanges, humanitarian aid, and activities related to UNESCO, an international organization headquartered in Paris.

However, North Korea has maintained a uniquely deep closeness with France. It is necessary to recall that a French doctor performed surgery on North Korean President Kim Il-sung. It is a historical fact that when the family of North Korea's supreme leader, including President Kim Il-sung, faced a crisis, French doctors were secretly summoned to perform surgery and treatment. This is said to be a unique phenomenon that occurred not because of the close diplomatic relations between France and North Korea, but due to the North Korean dictators' thorough personal needs and France's superior medical technology.

According to released diplomatic documents and media reports, Kim Il-sung actively utilized French medical personnel to treat heart disease. President Kim Il-sung underwent pacemaker surgery in 1991. Cardiologists from Lyon, France, secretly traveled to Pyongyang via Switzerland to perform the pacemaker implantation surgery on Kim Il-sung. Professor Chanchard of the Heart Hospital affiliated with the University of Lyon also visited North Korea to perform surgery to remove a benign tumor near Kim Il-sung's heart. This "love for French doctors" continued through Kim Jong-il and Kim Jong-un. Such invitations to French medical personnel did not end with Kim Il-sung but were passed down through three generations. In the case of Kim Jong-il, when he fell from a horse and injured his head in 1993, and again when he collapsed from a stroke and fell into a coma in 2008, Dr. François-Xavier Roux, a neurosurgeon at the Sainte-Anne Hospital in Paris, was urgently summoned to Pyongyang to treat him. Ko Yong-hui, the biological mother of North Korean Chairman of the National Defense Commission Kim Jong-un, either summoned a French doctor to Pyongyang for breast cancer treatment in 2004 or received treatment directly in Paris.

Top-tier medical technology and security: France possessed world-class technology in the fields of neurosurgery and cardiology. Furthermore, the legal obligation for doctors to maintain patient confidentiality was very strict, making it suitable for concealing top-secret matters such as the dictator's health status. North Korea did not fully trust the medical technology of its allies, China or Russia, and was extremely wary of potential information leaks or political conspiracies such as poisoning. Instead, they trusted Western doctors, who operated strictly on a "business" basis, as safe. What about the existence of the Paris Mission? The North Korean Permanent Mission to UNESCO in Paris effectively served not as a diplomatic channel, but as a base for recruiting French doctors to manage the health of the Supreme Dignity and smuggling medical equipment and medicines. The claim that "Kim Il-sung underwent surgery by a French doctor" can be viewed as a peculiar secret story born of the ambivalent need of the North Korean leadership: "Even if state relations are hostile, I will bring in the doctor who will save my life from France, the highest standard." In the September 7th issue of Break News, in an article titled “Democratic Party: ‘Korea-France Summit, Beyond 140 Years of Friendship to the Future… Parliamentary Support’,” the Democratic Party of Korea welcomed President Lee Jae-myung’s state visit to France and assessed that this summit would serve as an opportunity to elevate bilateral relations to the next level. On September 6, Democratic Party Spokesperson Park Kyung-mi stated in a written briefing, “President Lee Jae-myung is making a state visit to France today at the invitation of French President Emmanuel Macron,” adding, “This reciprocal state visit, taking place five months after President Macron’s visit to Korea last April, demonstrates the deep trust between the two countries amidst a turbulent international situation.” She further described France as “a powerful nation that leads international norms as a permanent member of the UN Security Council, a key member of the European Union (EU), and the chair of the G7 this year,” noting that “this visit [addresses] the status of the two countries, which have solidified 140 years of friendship, as a ‘Global Strategic Partner’ responding together to complex global crises. It was reported that he emphasized, “It will be a valuable opportunity to solidify [the relationship].”

Furthermore, the report added, “The Democratic Party of Korea will spare no support at the parliamentary level and faithfully back the diplomatic and security achievements and economic gains produced by this Korea-France summit so that they can fully translate into the lives of the people and national competitiveness.”

What can be considered here is that President Lee Jae-myung is currently on a state visit to France (September 6–9). If France is a country capable of holding secret talks with North Korea, the question arises as to whether there is a possibility that inter-Korean dialogue could advance through the mediation of the French government. Will an inter-Korean summit be held through French mediation? Afterward, could an inter-Korean summit be held in a third country, such as France? Or could a return visit by North Korean Chairman Kim Jong-un to South Korea be realized? What will happen? In any case, I hope inter-Korean relations improve. moonilsuk@naver.com
